Draft MOVES2009 Now Available

EPA’s Office of Transportation and Air Quality has released a draft version of the Motor Vehicle Emission Simulator (MOVES), Draft MOVES2009. This release begins a review period to allow model stakeholders to review and provide comment on any aspect of the draft model or documentation. The model and supporting documentation is available for download from the MOVES website at: http://www.epa.gov/otaq/models/moves/index.htm

The Draft MOVES2009 model is a major update to EPA’s series of mobile source emission rate models. It incorporates new emission rate data for light duty and heavy duty vehicles, improved understanding of vehicle emission processes, and new features to allow users to model a broad range of policy options.

It should be noted, however, that Draft MOVES2009 is *not* approved for use in either official SIP submissions to EPA or for making conformity determinations. In addition, Draft MOVES2009 is not approved for quantitative particulate matter (PM) 2.5 or PM10 hot-spot analyses for project-level conformity determinations, nor is it to be used for emissions analyses needed to meet National Environmental Policy Act (NEPA) requirements.

EPA encourages MOBILE users and other highway vehicle emission modelers to download the Draft MOVES2009 model, to become familiar with the MOVES design and inputs, and to submit any comments to EPA. With a tight schedule for the final release of MOVES2009, we suggest that users submit comments on draft MOVES2009 by June 30, 2009. However, we will continue to accept comments after that time and will consider them as time allows..

A detailed “Question and Answer” document and instructions for installing and using Draft MOVES2009 are also available with the model on the MOVES website referenced above. Additional documentation detailing technical inputs and draft technical guidance on MOVES inputs will be posted to this website in the next few months. Information on MOVES training will be posted as training events are scheduled..
